Latest Delivery Method Options Charts: Which one do you like better?!

The following two charts show the latest approach to helping people determine their own list of delivery options.
These two charts are similar showing the Delivery Method by Selection Types.
 

Chart 1 includes "Best Value- Total Cost" as both a "selection type" AND a "delivery method".
 
Chart 2 includes "Best Value - Total Cost" only as a "selection type".

For me, Chart 2 (without BV as a delivery method) is much more comprehensible.

I also vote for chart 2. I think best value is a procurement method, not a delivery method in its own right.

I agree with Tom. Best Value doesn't seem to me to be a delivery method, but rather, a selection criteria. Ted

Best Value to me is more a criteria point than a delivery method - agree with Ted. Also, I am hearing the term
Best Value bandied about. What is your definition?
